  Regulating Air Emissions

Regulating air emissions begins with the assessment of air quality through monitoring, establishing an inventory, identifying areas for emission reductions and developing control strategies for air quality improvements, generating regulations with public participation, permitting individual sources, verifying compliance, followed by enforcement when necessary.

Monitor Air Quality  
Monitoring data is a crucial component used to determine compliance with the Federal EPA primary and secondary air quality standards and to evaluate how well pollution control and abatement strategies are working to clean the air. (More on Monitoring...) 
 
Establish an Emission Inventory

An emissions inventory contains estimates of air pollutant emissions from a variety of sources within Connecticut.  To assist data collection and analysis, sources included in the emission inventory are divided into two groups:  Stationary sources and Mobile sources. Develop
Control Strategies
Control strategies are methods to control air pollutants that are documented in the form of plans implemented by the DEP to ensure that the DEP is appropriately regulating air quality to protect public health and the environment. (More on Air Pollutants and Control Strategies...)
 
Promulgate
Regulations
The Commissioner of DEP originally promulgated the regulations for the abatement of air pollution pursuant to authority granted by section 19-508 of the Connecticut General Statutes. In 1983, the General Assembly re-codified the Commissioner’s grant of authority under Title 22a. (More on Regulations...)
 
Permitting
Permits are issued in accordance with the Connecticut General Statutes and the Abatement of Air Pollution Regulations.  Permits are licenses that allow the owner or operator of a new or existing source to operate a stationary source or group of stationary sources that emit or have the potential to emit air pollution.  (More on Air Permit Programs...)
 
Compliance and Source Monitoring
 
 
Monitoring and verifying source specific compliance requires continual and systematic communication between the DEP and the regulated community.  Inspections, emissions testing, and source reporting are several tools implemented for this purpose.  (More on Compliance and Source Monitoring...)
 
Enforcement
The enforcement process improves and protects the quality of the air by ensuring that the goals of Connecticut's Abatement of Air Pollution Regulations can be met.  When violations are found, the DEP uses its available enforcement tools to ensure compliance with environmental laws.
